With support from the forward-thinking Scottish and Malawian governments, we are generating sustainable, actionable solutions to safeguard the future of education.
On 6th March 2026, the National Resilient Schools Learning Conference was held to address the increasing vulnerability of Malawi’s education system to climate shocks. The conference brought together senior officials from the Ministry of Education (MoE), key government departments (DoDMA, DCCMS, EAD), and civil society to harmonize strategies for building resilient schools.
In a Policy Harmonization Agreement, stakeholders agreed that the MoE must lead and enforce existing guidelines to ensure consistency between NGO and government models. The MoE, with support from partners like UNICEF, will look at integrating climate adaptation and DRM principles into the Malawi National Curriculum.
Broad support was secured for developing nationally endorsed Standard Operating Procedures (SOPs) for resilient schools to be used across all relevant ministries. MoE will now task a technical working group with drafting and finalizing the national Resilient Schools Strategy and Guidelines for immediate rollout.
A Coordination Framework was established with theagreement to formalize a Consortium for Resilient Schools and utilize District Education Manager (DEM)-led committees to manage multi-stakeholder efforts. MoE will promote the SIP as the primary planning tool for all partners and establish DEM-led coordination committees at the district level.
Strategic Advocacy Priorities were identified, includingthe need for an “Education in Emergencies” (EiE) Vote within the National Budget, targeting 5–10% of the sector budget, and increased School Improvement Plan (SIP) grants to include DRM integration.
